ICA TALKS ABOUT CPTED:

CPTED is deeply rooted in human nature. We build spaces to live and relate to people. Cities are the main cultural and spatial expression of modern societies – they represent our present and our future. And it is in cities where we look for work, relationships, establish our homes and raise our children.

When cities or neighborhoods fail, or when they struggle with problems like crime, we all suffer the consequences, now and in the future. Everyone is connected.

Urban crime prevention and reducing fear of crime are central issues for the sustainable development of our cities and we must understand what the real needs and behavior of people in built spaces are.

From technology to design, from planning to participation, from urban legislation to mobility, from policing to diversity, we must prevent our cities from dividing into isolated territories, into irreconcilable differences, into tribes that do not relate to each other and that do not recognize each other and transform them into healthy and diverse environments.

This is the context of CPTED and the agenda that it offers for the modern city. We must prevent our streets, neighborhoods, and cities from developing into islands of isolation and we must preserve the safe spaces that enable us to achieve our aspirations for a shared future. Security and urban crime prevention is one of the most powerful methods to achieve these goals and CPTED is a proven strategy for all the people of the city to realize that future.

Alain Bertaud

Alain Bertaud is a senior fellow at the Marron Institute of Urban Management at New York University and a Distinguished Visiting Fellow at the Mercatus Center at George Mason University. He is the author of a book on markets and the practice of urban planning entitled “Order Without Design: How Markets Shape Cities” which was published by MIT Press in December 2018, and in 2023, in Portuguese, by Bookman. Bertaud previously held the position of lead urban planner at the World Bank. He was an urban planner residing in several cities around the world: Bangkok, San Salvador (El Salvador), Port-au-Prince (Haiti), Sana'a (Yemen), New York, Paris, Tlemcen (Algeria) and Chandigarh (India). Bertaud's research, undertaken in collaboration with GIS expert Marie-Agnès Bertaud, aims to bridge the gap between operational urban planning and urban economics. His work focuses primarily on the interaction between urban forms, real estate markets and regulations. Bertaud obtained the DPLG architect's diploma from the École Nationale Supérieure des Beaux-Arts in Paris.
Gerard Cleveland

Gerard Cleveland is a former Canadian police officer, school principal, and law professor. He is currently a youth violence expert and in 1997 he co-developed the theory of 2nd Generation CPTED. He is a specialist in mental health law and emotional intelligence for leaders and he has authored numerous publications including co-authoring (with Gregory Saville) Swift Pursuit - A Career Survival Guide for the Federal Officer. He is currently completing a book for teachers and administrators on working with difficult students in challenging environments. Gerard has worked in difficult communities across the globe, including providing community development training for the Mozambique Federal Police as well as assisting the authorities in Papua New Guinea to implement new sex assault laws. He has been an independent children’s lawyer in child protection cases and has worked as an advisor for UNICEF.
Juma Assiago

Juma Assiago is an Urbanist and Social Scientist, a graduate in Sustainable Urban Development from Oxford University (UK). He currently coordinates the Global Safer Cities Programme at UN-Habitat. He has over 20 years of experience working in programme development and implementation of citywide crime prevention and urban safety strategies in Africa, Latin America, Asia Pacific, and Eastern Europe, as well as built a Global Network on Safer Cities (GNSC). A key outcome of his work over the past 25 years of the Safer Cities Programme has been the shift in thinking as to how to deliver safety in cities, away from a police and criminal justice system only approach, to one that sees the co-production of safety with local governments as the coordinators, and citizens as the key actors. A key achievement of his work as well of this new approach for governments to invest in, has been the adoption of UN systemwide Guidelines on Safer Cities and Human Settlements in May 2019.
Silvio Figueiredo

Consultant and partner at URBALEGIS, he is an architect specialized in urban planning. He was Secretary of Housing in the City of Guarulhos, SP, Director of the National Department of Urban Land Affairs, National Secretariat for Urban Development, Ministry of Cities, between 2016 and 2018, where he coordinated the actions and programs of Urban Land Regularization in the Country and the Group “Directions for the National Land Regularization Policy”, responsible for changing the legal framework established by Law 13,465/17, which defines guidelines and goals for the National Land Regularization Policy – REURB. He has been working for 40 years in the public and private spheres, with an emphasis on issues of housing, urban development, territorial management and their consequences. The implementation of the Legal City Program and the restructuring of the Licensing of New Housing Developments - GRAPROHAB, in the State of São Paulo, as proposed by the professional, in an innovative way, created a paradigm in the treatment of land issues. Result of decades of research applied to practical issues, with a realistic and sustainable outcome.
João Henrique Martins

Political scientist specializing in illicit economics and crime control. PhD student and master at USP with more than 22 years of experience in the area, he has technical qualification in financing organized crime and terrorism by the FBI. He is a member of the global network of researchers, Global Initiative Against Transnational Organized Crime, has been a consultant to the Secretariat for Multidimensional Security of the Organization of American States (OAS) and participates as an expert in anti-crime medicine forums at the OECD and UNCTAD. Reserve officer of the PM of SP, where he worked as an analyst at the Intelligence Center, was a researcher at the Public Policy Center at the University of São Paulo and coordinator of the Observatory of anti-crime projects at the Federation of Industries of the State of São Paulo. Head of the Integrated Command and Control Center (CICC) of the Public Security Secretariat of the State of São Paulo (SSP/SP).
Andréa de Paiva

Andréa de Paiva is the creator of Neuro_au, member of the Council of the Academy of Neuroscience for Architecture (ANFA) and vice-chair of the ANFA Chapter Brazil. Master of Arts from Middlesex University in London and architect and urban planner from USP (University of São Paulo). Attempting to unite research, education and design in his work, his research interests involve the interdisciplinary field of cognitive science applied to architecture and urbanism, as well as architectural theory, in order to better understand how the physical environment can affect individuals and the society. Andréa is coordinator of the Interiors & Neuroscience: design focused on people course at IED (Instituto Europeo di Design), and helped create and coordinate courses in neuroscience applied to business at FGV (Fundação Getúlio Vargas) and at FAAP (Fundação Armando Álvares Penteado), created the Neuroscience Applied to Environments and Creation course, which completed its 10th edition in 2022. Certified in Design Thinking by the Massachusetts Institute of Technology (MIT) in Boston, Andréa is also a consultant in NeuroArchitecture, having provided consultancy at Athié Wohnrath ( one of the most successful architecture offices in Brazil according to Forbes, 2016), where he became involved with the application of NeuroArchitecture in several school and corporate projects. She was also a consultant for FGV, the best think tank in Latin America according to the Global Go To Think Tanks Index (2020) and is a guest contributor to research on how design affects behavior, developed by DPA Architects in Singapore/London and funded by Singapore Design Council.

DRA. Macarena Rau

Macarena Rau Vargas is an architect and master in research and philosophy of architecture in Chile. He recently completed his doctorate in architecture and urbanism studies and has extensive experience in leading urban and public safety projects and initiatives. In 2008, Macarena founded PBK Consulting; A company that assists governments, companies and NGOs in the application of CPTED strategies in several countries and has been president of the CPTED International Association since 2017.
Gregory Saville

Criminologist and urban planner specializing in crime prevention through environmental design (CPTED) and police training in emotional intelligence and problem-based learning. He has consulted for the US government and provided training around the world, including the 2000 Sydney Olympics, the Japan National Police, the RCMP, and the international conference on Problem Oriented Policing. He ran Canada's first consultancy specializing in CPTED and problem-oriented policing for 10 years and is a founding member and life member of the CPTED International Association. He is a judge for the Herman Goldstein Award for Excellence in Problem-Oriented Policing, a former professor at the Center for Public Safety and Forensic Science at the University of New Haven, and a research associate in criminology at Florida State University. He is currently co-chair of the Police Society for Problem Based Learning.
Barry Davidson

One of the founders and former (and first) Executive Director of the ICA. Works on crime prevention and CPTED initiatives since 1995. President of Safe and Caring Schools and Communities, as well as Director of Strategic Operations for the Canadian Center for Crime Prevention. He has been working in the areas of housing and the homeless for the last few years and is part of provincial and local task forces, councils and committees.
Carlos Gutiérrez

Carlos is an architect and urban planner from the University of Chile. He has extensive experience in neighborhood regeneration and youth and school violence prevention in high-risk social contexts. He is one of the initiators of the CPTED methodology in Latin America since the early 2000s, an elected member of the ICA Board of Directors, and heads the ICA School Committee and CPTED.
Elisabeth Miller

Municipal urban planner specializing in urban security and SafeGrowth®. She is currently the neighborhood safety coordinator responsible for implementing SafeGrowth® training and working with communities to identify issues, conduct risk assessments and safety audits, public engagement, and implement safety recommendations. She also chairs the City of Saskatoon CPTED Review Committee, which is a partnership of several civic departments. Elisabeth joined the ICA Board of Directors in 2008 and was appointed Secretary in 2019.
Mateja Mihinjac

Criminologist and researcher from Slovenia, currently completing doctoral research at Griffith University, Australia. His thesis focuses on the implementation of crime prevention through environmental design (CPTED). Conducted CPTED research on crime prevention, fear of crime, and other topics, and conducted extensive analysis using GIS and other tools. She was elected Director of the Board of Directors of the International CPTED Association in 2017 and in 2019 she was appointed Executive Director and Coordinator of the ICA Certification Program - ICCP.
Tinus Kruger

Leader of the Sustainable Human Settlements Research Group at the Scientific and Industrial Research Council (CSIR) in Pretoria, South Africa and registered architect specializing in Crime Prevention through Environmental Design (CPTED). He is primarily active in crime prevention in the context of developing countries and has been involved in various studies on the relationship between crime and the planning, design and management of the physical environment since 1998. Vice President of the International CPTED Association since 2017.
